Fire risk assessment
The analysis that is performed to assess the extent of the risk of a fire, is a specific activity aimed at identifying the most severe hypotheses of fire and its consequences for the occupants of a particular workplace, common living spaces, and the surrounding environment.
Thanks to qualified technicians such analysis allows to identify, in the shortest possible time, the necessary actions in order to safeguard the safety of the activities and all the places concerned.
The fire risk assessment shall necessarily include the following items:
- Preliminary identification of fire hazards
- Detailed representation of hazards in a given context and environment
- Identification of the amount and type of occupants of a given environment exposed to fire risk.
- Assessment of the consequences on occupants of the analysed environment
- Identification of preventive measures to reduce, or eliminate, hazards leading to significant risks
Authorised practices
Fire practices represent a set of procedures, measures and devices aimed at the prevention, control and management of fires within buildings; structures and working environments.
Such practices are crucial for certain environments and buildings, as fires can cause catastrophic damage to people, property and the surrounding environment.
Firefighting practices vary depending on the category to which the activity belongs.
Fire design
When we talk about the design of fire safety, we need to talk about identifying the most suitable technical solutions to achieve the objectives of fire prevention.
The necessary points to be analysed in order to achieve this aim are:
- The security of human life,
- The safety of people,
- The protection of property and the environment.
Any person preparing a fire-fighting project shall ensure, through design documentation, all fire safety objectives corresponding to the appropriate category, and that there are methods and models of the regulatory tools that will be used for fire design.
Recall that The designer of fire protection systems must be a qualified technician (engineer) or a fire protection professional (ie that has passed the examinations required by the legislative decree 139/2006, ex law 818/84).
Certification and Fire Prevention Practices (CPI)
The Fire Prevention Regulation The Fire Prevention Regulation (D.P.R. 151/2001) outlines which activities are subject to the control of the Fire Department and how to bring them into compliance; it also distinguishes the categories (A-B- C) once the various risk factors have been assessed, such as the nature and quantity of materials present in a given place, and the number of individuals involved. This distinction of categories directs the bureaucratic path that must be followed in order to obtain permission for fire prevention by the Fire Department.
- Category A has a simplified procedure:
Once all the fire prevention measures prescribed by the laws in force have been implemented, the Company/Body must file the Certified Report of Beginning of Activity (SCIA) Fire, complete with the project of fire prevention and a certificate by a qualified technician. The Fire Brigade can then proceed with random checks and, if everything is compliant, issue a report certifying the compliance of the measures taken.
- Categories B and C have to follow a more rigorous path:
Before starting any adaptation, it is necessary to hand over a fire prevention project for a preliminary assessment. The Fire Department, within 60 days from the delivery of the project, will evaluate the goodness and, eventually, will signal additional prescriptions.
Once the conditions are met, the SCIA fire prevention can be deposited.
For Category B, a check-up will be carried out by the Fire Department.
For Category C, an inspection is mandatory. Only after these checks will it be possible to obtain the Fire Prevention Certificate (CPI).
Expertise
In the phase of renewal of the Fire Prevention Certificate, where there are fire protection systems, the technician in charge (enabled law 818) carries out the verification of the systems and draws up the relative certified expertise.
The certificate and the sworn statement (if required) must be delivered (directly or through One-stop shop for production activities) to the Fire Brigade Command. The receipt of the presentation configures the operating authorization the activity for fire purposes for the additional 5 or 10 years.
